You seem to have misunderstood that. A signature is not notarized, but only notarized. This is usually done by a notary or your local authority.
The difference between notarization and certification is that notarization says nothing about the content of the signed document. The notarization merely confirms that a specific person has signed a document, i.e. that the signature really originates from that person. In addition to a signature, copies, excerpts from or transcripts of documents, photographs or the date can also be notarized.
Notarization, on the other hand, is a statutory formal requirement for certain legal transactions. Not only the signature of a person is confirmed, but in particular their specific will.
