When is a domiciliary right legally binding?

In principle, any store can hang a house rules or issue general terms and conditions. However, for these to be effective, i.e. enforceable and enforceable, they must comply with applicable Swiss law.

Can the authorities be denied access with a domiciliary right?

No. Insofar as the authorities are authorized by law, they are acting in a sovereign capacity. A refusal would result in the official act being carried out by the police under duress.

Can third parties simply be punished with a gold fine?

No. Only the state is authorized to punish people. Of course, private individuals can make any fantasy claims. However, such claims cannot be enforced in court.
